Presidential Permit Issued for Keystone XL Pipeline

The Under Secretary of State for Political Affairs issued a Presidential permit to TransCanada Keystone Pipeline, L.P. authorizing TransCanada to construct, connect, operate, and maintain pipeline facilities at the U.S.-Canadian border in Phillips County, Mont., for the importation of crude oil.

The Department of State reviewed TransCanada's application in accordance with the 2004 Executive Order 13337 and the January 24, 2017, Presidential Memorandum Regarding Construction of the Keystone XL Pipeline. In making his determination that issuance of this permit would serve the national interest, the Under Secretary considered a range of factors, including but not limited to foreign policy; energy security; environmental, cultural, and economic impacts; and compliance with applicable law and policy.

The permit was signed by Under Secretary of State for Political Affairs Thomas A. Shannon Jr.

South Dakota Gov. Dennis Daugaard said, "I welcome the administration's approval of the Keystone XL Pipeline. This is a victory for all of us who rely on oil to heat our homes, fuel our cars, and power our tractors, and pipelines are the safest and most efficient way to transport oil. I recognize that some South Dakotans will not celebrate this news, and I respect that perspective. I hope we will all seek to exercise our First Amendment rights peacefully, and respect the right of others to do likewise."

U.S. senator and former North Dakota governor John Hoeven said his state also welcomes the approval of the permit.

"This project is not only about energy, but also job creation, economic growth and making America more secure by reducing our dependence on Middle Eastern oil. Approval of the Keystone XL Pipeline is a clear signal that our nation is once again open for business and that we are committed to building the infrastructure we need now and in the future," Hoeven said.

In the last Congress, Hoeven introduced S.1, legislation to approve the Keystone XL Pipeline on constitutional grounds. The bill passed with bipartisan support in both the Senate and the House, but was then vetoed by President Obama, who had delayed the project for more than seven years.
